AACPN Statement on Executive Order Advancing Breakthrough Mental Health Treatments

The American Alternative Care Policy Network (AACPN) today issued the following statement in response to the White House executive order, “Breakthrough Mental Health Treatments — Delivering New Hope to Veterans,” which accelerates research and access to emerging therapies for serious mental illness:


“The administration’s executive order represents a consequential shift in federal mental health policy—one that recognizes a hard truth: for millions of Americans suffering from treatment-resistant conditions, the status quo is not working.

By directing the Food and Drug Administration to accelerate review of breakthrough therapies, expanding pathways for patient access under existing federal law and investing in research through public-private collaboration, this action begins to remove longstanding structural barriers that have limited innovation in mental health care.


For AACPN, this development aligns directly with our core mission: advancing evidence-based alternative therapies through disciplined, outcomes-driven policy. The inclusion of investigational treatments—particularly those that have demonstrated early clinical promise for conditions such as post-traumatic stress, depression and substance use disorder—signals a necessary evolution in how the federal government approaches complex mental health challenges.


The focus on veterans is both appropriate and urgent. With suicide rates among veterans significantly higher than the general population and many patients failing to respond to conventional therapies, expanding access to rigorously studied alternatives is not only justified—it is essential. First responders and other populations facing repeated exposure to trauma stand to benefit from these same advancements as the evidence base continues to develop.


At the same time, acceleration must be matched with discipline. The credibility and long-term viability of these therapies will depend on rigorous clinical validation, clear regulatory frameworks and responsible integration into medical practice. This is not about bypassing standards—it is about ensuring that promising treatments are evaluated efficiently and deployed safely.


AACPN will continue to advocate for policies that translate this momentum into durable outcomes: expanded clinical research, provider education, reimbursement pathways and the integration of validated alternative therapies into mainstream care delivery.
